Funder Expectations

Purpose

Fund CDT's capacity and income generation over 3 years (2026-29) through a Business Development Manager post, enabling CDT to grow commercial income, reduce grant dependency, and strengthen its community anchor role at Cultybraggan Camp.

Expected Outcomes
  • CDT main asset improved and better utilised through restoration and promotion, generating income for the Trust and local economy
  • CDT more self-sufficient with diversified earned and traded income
  • CDT proactively addressing broader needs of people of Comrie and District
  • Trust members extensively engaged in governance and activities
Grant Conditions
  • Fair Work First: real Living Wage paid to all staff 16+ directly employed or delivering funded activity
  • Effective workers voice channel in place for all workers including agency staff
  • Quarterly monitoring report + finance report submitted before each subsequent quarterly payment — miss it and payment is withheld
  • Q1 report (April-June) due by 31 July 2026; each subsequent report due one month after quarter end
  • Each year's allocation must be claimed by 31 March of that financial year or it lapses (unless DTAS agree in writing)
  • Underspend can be repurposed within the same financial year only — requires written agreement with DTAS Development Officer first; cannot carry across years
  • Overhead and other staff costs (office, training, travel, admin) capped at 15% of salary costs
  • Capital costs capped at £5,000 total across full 3-year programme (office set-up only — computer, desk etc.)
  • SCP will NOT fund: VAT reclaimable by CDT, insurance, statutory employment costs (sick/parental/redundancy), capital items above £5k, contingency, overseas travel, alcohol, fundraising costs, loan repayments
  • Assets funded by grant cannot be disposed of within 5 years without DTAS written consent
  • Scottish Government must be acknowledged in all publicity material

Q1 report due by 31 July 2026 (one month after Q1 ends). Underspend can be repurposed within the same financial year only — requires written agreement from DTAS DO first. Cannot carry underspend across financial years. Year 1 agreed activities: income generation strategy, volunteer programme, weddings/events promotion, motorhome Aire development, visitor giving/crowdfunding setup. Q1 monitoring + finance report — required before Q2 payment (£12,700) is released

Handbook: QPR due no later than one month after quarter ends. Q1 = April-June, so deadline is 31 July. Q2 payment only released once DTAS MSA approves both the QPR and the finance report. QPR covers: key successes, challenges, jobs/assets/income metrics, key milestones table, activities vs Schedule 1. Finance report uses DTAS template (SCP Finance Reporting.xlsx). If Q1 BDM salary is unspent due to delayed recruitment, flag to Helen and agree repurposing within the year — cannot carry to Year 2.
